To establish a state governing order after war and riots and to institutionalize governmental structure in developing countries, coordinated relations for guidance between politicians and scientists  have to be developed, team work introduced, working groups at public authorities which adjust their decisions to convert a system based on legal rules into reality.

During the last months and also years the opportunity has been discussed to introduce e-governmental administration to developing countries being in need of new invented political and administrative public institutions such as ministeries, authorities, public facilities and working institutions. Pilot projects have been initiated and institutionalised. But, there is the danger of loosing the basis on public life and to except personal and experience related work.
